DL-11 Rohini RTO: Address, Phone, Timings & Services

DL-11 is the registration code for the Zonal Transport Office, North West Zone II, based in Rohini. It handles vehicle registration, driving licences and related services for North West Delhi. DL-11 at a Glance

DL-11 is the registration code for North West Zone II's Zonal Transport Office, operating under the Transport Department, Government of NCT of Delhi. It is the licensing authority (Section 9) and registering authority (Section 39) under the Motor Vehicles Act, 1988, for Rohini and the wider Outer North Delhi administrative division.

DL-11's catchment includes Rohini, Pitampura, Mangolpuri, Shalimar Bagh, Budh Vihar and nearby North West Delhi localities. At least one other source describes a larger set of outer-north localities under this zone too — Sultanpuri, Samaypur Badli, Bawana, Alipur, Narela, Kirari and others — consistent with the "Outer North Delhi" framing above, though we haven't independently verified that fuller list against the one above.

If your locality isn't listed here, check directly through Parivahan or the Delhi Transport Department's locality list rather than assuming you're outside DL-11's jurisdiction.

PIN codes: 110085, 110089, 110042, 110086, 110083. All five are genuine Delhi PINs for parts of the Rohini/Outer North Delhi belt — 110089 matches the Rohini Sector 18-19 metro station area, and 110086 and 110083 are consistent with other Rohini-adjacent sectors.

110042 belongs to a different part of Rohini than the office's own Sector 16 address (see above) — don't read it as the office's own postal code, though it is genuinely part of the wider jurisdiction. Confirm your exact locality through India Post or Parivahan if you're near a boundary; applying at the wrong Delhi zonal office is a common, avoidable delay.

Faceless Online vs Physical Attendance

Most routine DL-11 paperwork — registration-related applications, ownership transfer, duplicate RCs, address changes, and licence renewals in a number of cases — can be filed through Parivahan/Sarathi/Vahan without a counter visit. Steps that still require attendance in person include the practical driving test and commercial vehicle fitness inspection.

Exactly which services are fully paperless changes over time and wasn't something we could confirm service-by-service for this office. Check the current service list on Parivahan before assuming you need to visit the counter.

Driving Licence and the Automated Driving Test Track (ADTT)

The practical driving test for DL-11 is conducted at the Sector 28, Rohini Automated Driving Test Track — a separate facility from the administrative office described above, not at the counters there. We independently confirmed that Rohini is one of the locations where Maruti Suzuki partnered with the Delhi Transport Department to build and maintain an Automated Driving Test Centre, alongside similar tracks at Lado Sarai, Raja Garden, Hari Nagar, Burari, Loni, Jharoda Kalan and Dwarka. These tracks use biometric/RFID slot access and camera-based assessment across a set of standard manoeuvres (reverse parallel parking, up-gradient, figure-8, reverse-S, and others depending on vehicle class).

We could not verify current appointment/slot rules or exact track layout for this specific location, so book and confirm your test slot through Sarathi rather than assuming a specific procedure.

Commercial Vehicle Fitness and Inspection

Commercial vehicle fitness inspection for DL-11 is not conducted at the Rohini office. Vehicles have historically been directed to the Inspection & Certification (I&C) Centre, Burari, a long-standing, well-documented Delhi facility. As with other Delhi zonal offices, fitness testing has since expanded to additional Automated Testing Stations across the city, so confirm your assigned centre when you book a fitness slot rather than assuming Burari by default.

• Metro: Rithala (Red Line) is the nearest commonly-cited reference point, roughly 3.5 km away; Samaypur Badli (Yellow Line) is roughly 4.0 km. Both distances are approximate — we don't have a confirmed walking/auto distance specifically from Sector 16. Rohini East, Rohini West (Red Line) and Rohini Sector 18-19 (Yellow Line) stations also serve the wider Rohini sector cluster.

• Bus: DTC feeder services are referenced from Rithala and Jahangirpuri.

• Road: Outer Ring Road and Bawana Road both serve this part of North West Delhi.
