It is also well-known for being a state that has tripled its vehicle ownership rate in the last 15 years, as has been reported. Which means, historically, this already busy state is fielding more vehicles, more traffic, and more motor activity than ever before.

Ahmedabad does, in fact, get a lot of overall traffic traction from Gujarat. Natural, since it is the busiest and most popular city in the state. Hence, critical security measures like High-Security Registration Plates (HSRP) for all motor vehicles are ever present in the city.

What is an HSRP?

An HSRP (High-Security Registration Plate) is a standardized, tamper-proof vehicle number plate that includes advanced security elements, such as:

  • Laser-etched PIN
  • Hologram of the Ashoka Chakra

  • Color-coded fuel sticker
  • Non-removable snap-lock system

These plates, unlike standard plates, are designed to prevent duplication and tampering. Since they are recorded centrally, it makes it easier for law enforcement authorities to trace and track them. 

In fact, HSRPs are now pretty much mandatory for vehicles in Ahmedabad as per orders from the Ministry of Road Transport and Highways (MoRTH). These plates are specially designed to enhance vehicle security and prevent tampering, theft, and duplication. 

HSRPs are made from aluminum and feature key security elements such as a laser-etched unique code, a chromium hologram, tamper-proof snap locks, and a color-coded sticker that indicates the vehicle’s fuel type. 

In Ahmedabad, the Gujarat Transport Department has made it mandatory retro-fitting HSRPs on vehicles registered before April 1, 2019. Non-compliance may result in fines up to ₹10,000 and possible vehicle seizure. 

Vehicle owners can apply for HSRPs online via the SIAM portal or at authorized RTO centers. Upgrading to an HSRP is not only a legal requirement but also a smart step toward improving road safety and vehicle traceability.

An HSRP installation is governed by Rule 50 of the Central Motor Vehicles Rules, 1989, and enforced by both the MoRTH and the Gujarat Transport Department.

  • Vehicles registered before April 1, 2019, which were not factory-fitted with HSRP, must be retrofitted.
  • The final deadline for compliance in Gujarat was March 31, 2025.
  • Enforcement began February 1, 2025.

Failing to install an HSRP by this date could result in heavy fines or even impounding of your vehicle.

This rule applies to both private and commercial vehicles, including cars, scooters, rickshaws, trucks, and electric vehicles.

Here’s what makes HSRP Plates unique:

  1. High-Quality Aluminum Construction: HSRP plates are made from corrosion-resistant aluminum, ensuring durability and protection against wear, weather, and tampering over time.
  2. Chromium-Based Hot-Stamped Hologram: A tamper-proof, chromium-based hologram of the Ashoka Chakra is hot-stamped on the top-left corner of each plate. This feature verifies authenticity and prevents counterfeit number plates.
  3. Laser-Etched Unique Identification Number: Each plate is embedded with a 10-digit laser-etched code, placed at the bottom left. This number is unique to the vehicle and linked to a centralized national database, aiding in easy traceability.
  4. Embossed Registration Number: The alphanumeric registration number is embossed (raised), enhancing visibility and making it difficult to alter or forge.
  5. Retro-Reflective Sheeting: The plate is covered with a retro-reflective sheet that improves visibility at night or in low-light conditions, supporting ANPR (Automatic Number Plate Recognition) cameras.
  6. Non-Removable Snap-Lock System: Once installed, the HSRP is secured using tamper-proof snap locks that cannot be removed or reused, providing an extra layer of security against theft or plate swapping.
  7. Color-Coded Windshield Sticker: Vehicles also receive a color-coded sticker that is affixed to the inside of the windshield. It includes:
  • Blue – Petrol/CNG
  • Orange – Diesel
  • Green – Electric
  • Black – Other fuels/hybrid

The sticker also carries the vehicle’s registration details and BS6 compliance strip (if applicable).

Lost, Damaged, or Replacement HSRP: What to do

If your HSRP is:

  • Stolen

You must apply for a replacement.

Penalties for Non-Compliance in Ahmedabad

From February 1, 2025, the following fines apply if your vehicle is found without an HSRP:

  • First Offence: ₹5,000
  • Repeat Offence: ₹10,000
  • Further Action: Seizure or impounding of vehicle possible

These fines apply even if your RC is valid. Police will begin regular checks at checkpoints, traffic signals, and toll booths across Ahmedabad and Gujarat.
